Yes, mostly.
Most Smart Mode features are available offline, including instrument sounds, strumming and picking patterns, and drum machine settings.
However, the "Songs" section does need an internet connection to browse and load new tracks. That said, once a song is loaded and cached or downloaded to your device, you can play it offline anytime.
So if you save/download your favorite songs in advance, you can keep playing even without a connection.
